As designed Double "Guests' Time Zone"

I've noticed there is two Guests' Time Zone options. One inside Users and Registration and the other inside Basic Board Information.

On purpose? Or are they suppose to be two unique ones?

Options can belong to multiple option groups. It's the same option shown in two different groups.
