Does XenForo have this capability?

Hi all,
I'm looking to make a forum for students and experts.
The whole value-add of the forum would be that only experts can reply to topics.
Students can create topics, and reply to their OWN topic, but not reply to other's topics.
Experts can reply to any topic, and create their own topics.
Is there a forum software + plugin/extension out there that can do this?

You should be able to do this with ~50$ worth of addons (+ of course XF license and server cost and domain name is extra).

However, if no solution works, you should be able to get a custom development made for a much much lower price than 5k $, probably around 100-200$ by my estimation which is just a number I have made up right now based on my experiences.

The permissions do not have anything to do with the theme. So the short answer is, yes.

What you should ask is if it works on 2.1.
