its from moneysavingexpert site , i like it , is there anyone can make this happen for a cost ? or which files with paths are needed changing so i can hire a php developer to make it happen ? its hard to trust a coder has no clue how XF works and how it should be edited etc.

I don't think the site is under xenForo, so as Brogan said, you'll have to modify the HTML/CSS
