XF 1.5 Do not allow new threads

We have a temp forum for a contest and we don't want new threads started byt we want users to be able to reply to current threads. I cannot find the setting to not allow new threads, just where to not allow new messages. What am I missing?

In the ACP, go to the Node tree and click on permissions next to the relevant node. Then for the Registered user group (which all members should have as their primary user group), Revoke the Post new thread permission (and if you want anyone such as moderators to be able to post new threads in that forum, set the same permission in their user group to Allow).
