XF 2.1 Disabled user upgrades

"Disables the selected user upgrades while this upgrade is active." Do I misunderstand how this works?
Example
User registers, we offer basic upgrade (with all other upgrades not available). Once user buys this upgrade the others become available. No??

No - it works the other way.

You can disable other upgrades when a specific upgrade is purchased.
