Not planned Disable "Rebuild Search Index" when search is disabled

Disable "Rebuild Search Index" section when search is disabled. Replace it with "Search is currently disabled. You can enable it here."

Having the search disabled on the front end does not necessarily mean the admin may not want to rebuild the search without having users using the feature, such as when trying to locate an issue with the search itself.

I don't think we'd be doing anything like this.

There are various rebuilds/crons still available, even though the features are technically disabled. There are use cases, as above, which may mean the rebuilds would be useful to have available, without the feature being usable.

Using the search rebuild is not possible when the search is disabled.

After I click on "Rebuild Search" I am immediately redirected to the Rebuild Page.

Sounds like you may have an addon causing an issue, I just tested the standard and enhanced search rebuilds with the search disabled and it re-indexed both.
