XF 1.3 Disable Conversations

Is it possible for a member to disable conversations?
One of my members can reply to existing conversations but cannot start new ones.
When he clicks on a members name the option to start conversation is not there.

Check his user group permissions and make sure that the # of participants in his conversation settings is not 0. Your base registered group needs to have at least a 1 there to start with 1 (unless you don't allow registered users to do conversations until a promotion occurs).
I'm not where I can check my ACP right now to give you a screenshot.

It's under Maximum conversation participants.
