XF 1.5 Disable all add-ons before upgrading Xenforo?

I'm about to upgrade Xenforo 1.5.2 to get the features for GDPR. Is it best practice to disable all add-ons before upgrading? And then enable one add-on at a time after the upgrade is done?

@Brogan - is it necessary to disable plugins when upgrading from 1.5.14 to 1.5.23? If so, would turning off the listeners via the config file do?
