XF 2.1 Deleted Admin Account

I was making a new admin account with admin permissions but I can't login because it says it doesn't have admin perms but that's the only account.

So you are the only user? You'll need to assign yourself as super admin in the config.php file on the server

I don't think setting super administrators in the configuration file works in XF2+.

I just tested and while you can't remove your own administrator record, you can delete your own account, even if you are the only administrator. This is almost certainly a bug. I'm not sure if it's possible to fix this situation without direct queries.
