XF 2.1 Debug true not working as expected

Normally if debug=true I get a warning when installing an addon and I can edit the default help pages.

However now after enabling debug I get the warning when installing an addon as expected, but when I edit a default help page I am unable, as if debug was false.

I get the debug false message: !Only a limited number of fields in this item may be edited.

In XF2.1+ you need this line too :

XF 2.1 - How to edit templates in 2.1 with debug mode ON?

It's weird... I can't edit my template modification in 2.1 even with the debug mode activated. What's wrong? 😳
