Users on my board, and here as well, complaining that they can't position the cursor at the middle of a word to edit a single word in a sentence - it gives them the ability to just delete the entire word (RTE is disabled).

Mozilla/5.0 (Mobile; Windows Phone 8.1; Android 4.0; ARM; Trident/7.0; Touch; rv:11.0; IEMobile/11.0; NOKIA; Lumia 520) like iPhone OS 7_0_3 Mac OS X AppleWebKit/537 (KHTML, like Gecko) Mobile Safari/537

Unless I'm misunderstanding, this appears to be how WP works. This happens in every text box in XF and on Google's home page. Most text boxes have no behaviors attached and the ones that do won't be related to moving the cursor around.

So this is just a browser/OS issue I think.

Well, it appears that M$ likes to make their users miserable. There is a function that enables/disables this in OS settings. Looks like it's disabled by default (?) - very weird. Anyway, not a bug.
