XF 1.3 create-thread route filter

Is this possible to create a route filter against /create-thread? I have tried and it doesn't work. What's the solution for non-english communities?

What's Incoming URL conversion only? What it does? I don't understand.

It only converts on URLs that are incoming and won't change the route on what is generated.
