create an depencies::_defaultTemplateParams setter

I haven't found any way, to add own params to the _defaultTemplateParams array.
It would be useful to have an setter for this, so we can add own global params to all templates.

Another way would be to create a new event and fire it BEFORE
return new XenForo_Template_Public($templateName, $params);

(if there's already a way, pls share it

I'm still not sure if it's really necessery or if it is already possible with the container_public_params.
