I'd like to not allow new members to start conversations before they make x amount of posts. is this possible?

Yes, it is possible with the usergroup promotions system.

Make sure your registered usergroup has the start conversation permission set to No.

Create another usergroup which has the same permissions, but with the ability to start conversations.

Create the usergroup promotion which adds the user to that new group, and you can set the criteria Posted at least X messages.
