Conversation permissions

So if you deny conversation permissions to a usergroup they cannot start a conversation but if someone else starts a conversation with them they can participate?

The permission is Start personal conversations.

How do you not allow them to participate in conversations? If I don't want a group to be able to use private messaging, It doesn't matter who initiates the conversation, I do not want that group to have access to conversations.

It would be useful to have newcomers restricted to initiating conversation with mods.
