Duplicate Control-K is not shifting focus to link popup

I just noticed this here on xenforo.com. This was on Chrome Beta. I loaded Chrome Stable and can confirm that the same behavior is on Chrome stable.

How to reproduce:

1. Write some text.
2. Select the text.
3. Press Control+K to create link on selected text.
4. Type a URL.

The typed URL replaces the selected text as focus is not on the link field.

To reproduce: write some text in the RTE then highlight part of it (somewhere in the middle) hit Ctrl + K to open insert link menu and notice that the URL field is missing the automatic focus click in the URL field and add a URL in it hit Enter to insert the link and notice that the hyperlink...
