Content created prior to registering could not be automatically submitted

I have several of these happened without knowing what's going on.
Users will create a post, post a review and then register.
I will then see these in the moderator queue.
I approved it and then nothing happened. The user got this alert.
Can we manually approve the content they created.
Where do I find this content?

I have this happen today. Users posting a review of a resource while registering. I approved the registration but the review was not submitted and there is no way to retrieve that review.
This should not happen or is it as designed?
