XF 2.0 Conditional Display Of Notice Based On Blank Column Value

I have setup few custom fields for user profile.
Those fields do show in the Notices under User Field Criteria
So let's say custom fields are
First Name
Last Name
Mobile Number

Is it possible to configure notices in such a way so that it is displayed only to users who have above col in db blank?
I tried selecting and leaving the box blank but that didn't work.
