RM 2.0 Communicatons -> Notice to only appear in Resource Manager when 'adding a resource'

Is there some kind of callback that can be used in RM to have a list notice only appear when someone is adding a resource? I'd like to utilize a list notice to make a comment about software ownership (aka don't upload pirates stuff) when a user goes to upload a resource, but to keep things looking clean, I'd like the notice to only appear there. I am not too tech savvy, but it seems that should be possible and maybe follows a standard format for other XF addons?

I try that and I get an:

The following notice(s) may contain page criteria which is no longer matched:

The following notices may contain contain page criteria which is no longer matched XM Resources....

am I missing something?

Okay totally my bad, newbie user error.... @Brogan thank you - got it working. Would that work the same for XFMG ?
