Communication - Notices - User Field Criteria - option for choice fields - 'Not selected'

We have a new drop-down choice custom user field and I want to display a notice to people who have not selected it, yet.
Could I suggest that we have the No choice selected option as a tick box in the notices admin, please?

I had the same question and was looking for this feature.
XON made an add-on, that has exactly this feature. Although it was meant for something else:
