Probably as designed but worth a shot 
pageBackground has a display order of 5(which I really wish the "Main Background and Text" sub-group would start much higher than 5(primary colors start at around 1000)
I'm trying to get my custom color palette properties above the "Main Background and Text" which is:
Easily enough create these and order as shown inside sub-group: XenBase Custom Colors
Order is perfect there, the group is positioned due to Display Order 1 on the first color.
Go to select a background color on a property:
Really feel like it should respect the sub-group ordering.
If it's not possibly maybe raise that first group to start at like 500 ?
