Fixed Clicking an Updated tab with 0 updates reloads the Description view

This is probably as designed but I'm mentioning it anyway just in case.

If you click the Updates tab for a resource which has 0 updates, the page reloads back to the main Description tab.

I would normally expect the tab to either not be present or a load a page with a message stating "No updates" or similar.

This tab actually only shows up to moderators (that can see unapproved/deleted updates). I suppose I could change this to actually query the number of updates a moderator could see though...

Sorted now - it's more accurate in general, even for some situations for non-moderators (when they can view their own pending updates).
