So I feel mildly stupid right now, but I had no idea that the "Section context" of a route should be set to the "Admin navigation ID" from the Admin Navigation interface. If you didn't stumble across this information via trial and error, and you've not studied the code, it's virtually impossible to connect the two, as they don't share any language.
In short, it would be nice for new developers if there was a descriptive... well, description, underneath the text box that told you something to the effect of "Set this to the Admin navigation ID this route belongs to."
You could even just make it a drop-down, with a blank value defined as something like "No associated Admin navigation ID".
