How does one change the address of the Help link in the footer?

I was able to change the address of Terms and Rules via ACP > Options > Basic Board Information. But I cannot locate a similar option for the Help link.

Is there one? And if not, how can I change it in some other way?

    Regards,

    Aivaras

But aren't the route filters just about how addresses look? I have a different Help page and I need the footer Help link to point to it.

Replace the current link with your link in the footer template.

    You mean this string?:
    Code:
    <li><a href="{xen:link help}">{xen:phrase help}</a></li>
Do I just insert a regular link address here?

Yes, replace the {xen:link help} text.

Just the last part. If your help page URL is /important-rules, you'd put important-rules after "xen:link."
