When you press the + and - buttons when changing the display order of notices, it increases/decreases in increments of 10. Is this supposed to happen?

Yes, this is meant.

If you do it 1 by 1, and in one year you want to add a new notice, then you will have to edit every single notice display number.
If you do it 10 by 10, and in one year you want to add a new notice, you will just have to name it 11 (or 21, 31...).
