Duplicate Category-specific permissions

I know we can set resource-manager-wide permissions on whether one can download or see the RM, but in a lot of situations, it's needed to have 'hidden' categories, which are only shown to people who have the right group-based permission.

Think of alpha releases, private guides, manuals or even confidential business documents.
