Duplicate Can't use xf:include or xf:macro inside of an xf:checkboxrow

I'm trying to add a template modification to helper_criteria which includes a template (containing several xfptions) by targeting the <!--[XF:user:content_bottom]--> but when trying to save the template modification I get

Line 187: Tag checkboxrow contains an unexpected child element.

I've tried completely blanking out the included template and using a macro and get the same error, so I think the issue is that it is not letting you include a template from within xf:*row
