XF 2.2 Can't ban certain members

I noticed a bunch of accounts started getting logged into by the same IP all in a row and I'm pretty sure these accounts got compromised. I went to ban them all and got most of them but 2 of the accounts won't give me the option to ban or even spam ban. They are not admins or mods. Any ideas?

Please disregard. I just noticed that this account had been set up as an individual mod of a local club forum. Now I can ban. Thanks.
