XF 1.2 Cant Access Admin CP and run deferred wont work

When I go to the admin cp its just a blank screen and when i run "run deferred" it just stays on processing and doesnt do anything. Help?!

Navigate to the install path, for example http://www.example.com/forum/install/ and click on Rebuild Master Data.

I tried but its taking for ever. it just sits there at phrases with 3 dots

No its not, also the black loading bar at the top right corner was going on the whole time.

Possibly some underlying server issues. Please try the rebuild again.
