Duplicate Cannot Properly Assign Report For Moved Threads

We have two staff members. Alpha who is a global Administrator, and Beta who is a sectional moderator. Let us perform the following steps.

1. User creates thread in a section Beta cannot moderate.
2. Someone reports this thread. The report is resolved.
3. This thread is moved into a section which Beta can moderate.
4. Someone reports this thread again.
5. User Alpha wishes to assign this report to Beta. He cannot do so.

I think basically the issue, as evidenced by the report page itself still showing the old forum, is that reports are not tracked across moves.

Extra bug: title's are not tracked across renames.
