Cannot change Profile Picture

All of my users and myself are having issues changing profile pictures. I have gone through the several different ways to change a profile picture and I still am having no luck. It doesn't log as an error but it just resets to the previous avatar. It is pretty difficult to screenshot but I can send any screenshots that are needed.

I see where I can change the avatar on this forum but what about a forum I'm building? I don't see where the administrator (or users) upload their avatar. Thanks.
