Can you promote to a user group or show a notice based on custom user fields?

Example:

Upon registration user is presented with a required user field that has the following possible checkboxes:

• A
• B
• C

Is it possible to show a notice to all who selected A? or C? etc

Is it possible to promote to a user group those who select A? or B? etc

Someone let me know a way but I can't find it now... If one makes a user field required... How does one make it that a user needs to fill it out when they log in again? (Like one does when updating TOS)
