Can you give a user permission to create additional moderators, but only in the forum they moderate?

As above really, so each sub forum can have a 'Master Moderator' as such, who can grant or revoke moderator permissions to any user they like, but only for the forum they're a mod for.

The ability to create moderators is refined to Administrator's with the relevant permissions and even then, they aren't confined to specific forums. This would require an add-on.
