Can someone explain to me what these mean?

  1. Allow will moderate people (ie, manual approval)
  2. This will allow people to ignore the flood check and post in as little time between posts as they'd like
  3. The spam cleaner is explained in the manual, it allows mass deletion of content.
  4. Allows a non-conversation start to ignore conversation participants and add new participants
  5. Allows center/right text in signatures
  6. Allows lists in signatures
  7. Allows embedded media (media bbcode) in signatures

Is there a way to limit the size of the images that users get to upload to their signatures?

Partially correct.

Follow message moderation rules means the user will follow the rules set for the node (forum).

If a node has "Moderate all messages posted in this forum" set in its options then setting "Follow message moderation rules" to Allow will mean that the user will have all posts in that forum moderated. (Not Set(No) means their posts will not be moderated).

If a node does not have "Moderate all messages posted in this forum" set in its options then setting "Follow message moderation rules" to Allow will mean that the user will be able to post without moderation (Not Set(No) means their posts will be moderated).

The second example is how many folk will probably have their forums set up.
