XF 1.1 Can IP Based Discouragement Hurt Server Performance?

I have about 300 discouraged IP addresses in my XF install, and I've been dealing with a weird lag issue on my server.

I got the idea in my head that checking every single page view on the forum with my Discouraged IP list might not be so great for the server. Perhaps this isn't a big deal, but I just wanted to make sure... I recently added about a dozen IPs to the list, about the same time this lag issue started, and I want to confirm that this is just a coincidence.

There will be some overhead, though we've generally tried to reduce it as far as possible. I doubt it'd be that significant with only 300 addresses though.

I assume the Discouraged IP uses the php sleep() function. My understanding is the sleep() function will slow down your server and should only to be used sparingly.
