Can I Use My License on Two Different Website (Not in the same time)

Hey, I am wondering if I can use my license two times but not in the same time. I mean can I use my license for a new website again after I close my older one which is licensed? Or is it just use one time install and use it thing?

You can change the URL attached to your license as many times as you like, but only one installation must be active at a time.

I know that I can change URL but my question is that is it possible to use same license on multiple times of install if there isn't any active installation?
