XF 1.1 Can I show a notice if a custom user field is empty?

I have a notice I want to display in a certain forum, but I only want it to display if a certain custom user field has no data, which would display a notice informing them to give that field some data. Is this possible?

I tried to just check the box next to the 'if custom user field contains' criteria and left it empty but the notice didn't show, that was the only criteria added. Uncheck that criteria and then it shows (no criteria at all, so it should).
