Fixed Browsing Preferences Error if English language is removed

This happens if the English language is removed, even if there are other languages there. In User Control Panel, Browsing Preferences, the language option disappeared from the page.

Trying to save any changes would result in an error - Please select a valid language.

Fixed - it just silently shifts people back to the default language then (which is what is happening on the display side anyway).
