Lack of interest Board Is Closed Notice

If the board is closed, the Board Is Closed Notice should be the only notice shown. We are having admins trying to post and not realize the board is closed because they have 10-12 notices still active.

A better way to go around it is a place that's more visible, and red.

A separate notice would suit this brilliantly, as removing the other notices could be inconvenient when you close your board to add a new feature and add a notice to notify users of this.
