There are currently no blogs built into XenForo, but there are two third party add ons which allow you to do the above:

There are no released plans. Onimua (author of XI Blog) has stated he'll provide a method of transferring if XF releases one.

Doesn't seem like it. Even if the developers did, it would probably take them a lot of time just playing catch up with the blog add-ons already released (which then would have 1-2 years of development ahead)
