XF 2.1 Blocking - prevent from viewing board

Is it possible to block someone so they cannot see any content on the board?

Usergroup node permissions, usergroup permissions. All depending on what you want to accomplish.

Under Groups & Permissions > User groups > edit user group: Banned Users, can I just change under Forums permissions, View threads by others to No? Would that mean they can not see any content on the forum?

Groups & Permissions > User group permissions > (group) >General permissions > View-- Never.

"Never" overrides any other group the user is in.

You can edit the "banned" usergroup or create a new one with this perm.

You can also create a "test" account and apply the perms to, so you can see the effect. And yes, setting "View" to "Never" will prevent any content from being loaded on any account in that blocked usergroup.
