XF 1.5 Block Notices - Duration Setting?

Lots of display options for the Floating Notices but the Block Notices don't seem to have any basic controls on their behavior.

Specifically they flip between notices way too fast, and there doesn't seem to be an admin setting for defining delay between "slides".

Is this something I'm going to have to modify code to accomplish?

Do you mean the scrolling notices at the top of the page?

@Brogan - perfect thank you. Theres literally no way I would've found that, as all the settings for the "Floating" notice are on the "List Notices" page itself.

This is the second option: Block Notice. And none of its settings are on this page.
