KMS server was most likely blocked anybody can install Windows 7 Then when you join the Domain the KMS server should license the Windows. I have seen antivirus block KMS. This is not somebody pirating Windows. All they had to do is contact their IT department and it would be taken care of. Of course I am sure they have monitoring tools for keeping an eye on the KMS as computers may even get unlicensed if they wonder off of the Domain GP.

Good news for the military.
Based on their latest budget, I've determined they have enough money for another Windows 7 license.

As it turns out, a $200 Windows 7 license isn't a big chunk of the budget.
