Implemented Batch update users can update user state

I've made a custom user group called "Bad Email" for those with... bad emails. It would be nice if you can batch update these users to have a user state of invalid, email bounced.

You're only able to do the reverse; search for the email bounced state and move them into the bad emails group.

You can do this starting with XF 2.2.
