Banned Users a group?

Do banned users become a member of the Banned User Group if so where do I find this group.

The reason I ask is that I would like to create a node that only banned users and mods can see/access, this would be an area that the said banned users can discuss their ban with the mods.

You need to create a user group for that purpose.

I see, but is there a way for a banned user to automatically be assigned to the created group or would this have to be done by the admin on a per user basis?

Options -> User Discouragement and Discipline

Note however:

Once a user is banned, they no longer have access to the board content or any of the functionality. They will just see a message stating they have been banned, along with any reason entered at the time of the ban being placed.

I didn't realise you wanted to use the group for access to a specific forum.
Once a member is banned they lose all access to the forum - the banned state overrides all other permissions.
