XF 2.0 Banned member showing online

Hi, I've recently had to ban a member using the moderator tools and today he was showing online.

I've read through the guide: https://xenforo.com/help/discouraging-banning/ - am I right in thinking that his member cookie was being detected but he was not able to access the forum pages, hence the reason he was showing online briefly?

Or am I missing something - it was a permanent ban not soft ban

Banned users will still show as being active and "Browsing the site", but they still won't be able to access the site.
