Fixed Ban and privacy options

If a user hide his profile in privacy options and the moderator don't have "bypass user privacy" permissions, he can't ban that member even in user card or find duplicated ips.

Maybe its as designed, but privacy and ban a user are different things.

Thank you for reporting this issue, it has now been resolved. We are aiming to include any changes that have been made in a future XF release (2.2.0 RC1).
