XF 2.0 Back to top floating navigation button (bottom right) - is it configurable?

I notice the floating 'Top' navigation arrow at the bottom right has changed since 2.0 was rolled-out here at XF - from a double up/down arrow that was always visible during scrolling, to an 'up' only which appears when you begin to scroll up (which you've then, ironically, got to stop doing to move your cursor to the 'top' button to continue scrolling to the top ).

Is this the new default behaviour or is it configurable?

But a search in ACP for arrows, bottom, etc. didn't find it.

I also would like to make it stay and not disappear after 3 seconds. It is useless if it appears only when you have already started scrolling up.

I did away with the floating arrows completely, got this instead: https://xenforo.com/community/threads/cxf-back-to-top-in-post.161083/

MUCH more intuitive and much more useful.
