Not a bug Avatar File Size Miscalculation

I'm not sure what's causing it, but when I try to update my avatar I'm unable to use an image that is 200x200 and 21.1KB because "The following error occurred: Your avatar's file size is too large. Please upload an avatar no bigger than 40 KB.".

I've uploaded the image I'm trying to use here, as an attachment.

Once the image has been processed, the final size is 61.5KB.
This is due to how the image processing works when it is resized.

If the image is resized to 192px x 192px and then uploaded as an avatar, the file size will remain unchanged at ~ 20KB, as no processing occurs.

Then perhaps there is a bug in that when I upload an avatar I'm told "It is recommended that you use an image that is at least 200x200 pixels.". I did exactly what I was recommended to do, and it failed. How is the average user supposed to know how image processing works and make sure their image is uploaded according to that, when they're told to upload one that is at least 200x200 pixels?
