It would be very interesting to increase the range of profile customizations with avatar borders.
Avatar borders would have many uses. Some of them could be placed freely, such as the option to change avatars, but if the admin wants, the borders can be restricted to some conditions, such as being placed manually by the Adm, or even be part of a group, just like group banners.
Avatar borders could be added either by .CSS like banners, or by .PNG (static or animated) or even animated .GIF.
Possibility of options:
With permissions, also add possibilities for users to customize their own borders, if the ADM wants:

- ADM can upload and create a border gallery.
- When uploading border, ability to adjust border size (e.g. 288x288; 300x300; 200x200) to size of avatars. Allowing more border sizes to be uploaded and adjusted to forum avatars.
- ADM can define who has access to borders (users or groups).
- The ADM can edit the member's profile and add a border, as can already be done with an avatar.
- Possibility of granting the right to use a border if the user meets any requirement (x messages, x topics, x points of trophy, x days registered... at ADM's discretion for individual borders).
With permissions, also add possibilities for users to customize their own borders, if the ADM wants:
- Allow the user to choose a border already added by ADM (border gallery).
- Allow the user to upload (or not) their own border.
- Allowed formats: png (with animation support), gif, svg, apng.
- Option to allow the user to activate/deactivate border animations to improve performance (if you have animated png and gif on user borders). Or the possibility for the admin to activate/deactivate this possibility by default.
